UK Councils Plan to Sell Off Social Clubs and Leisure Facilities to Balance Books

Based on a new study of local authorities, UK councils are preparing to sell community centers, athletic facilities, and retail spaces as they bet on a rapid disposal of properties to balance the books.

Growing Financial Challenges Drive Asset Sales

The Key Cities Group for major urban areas in England stated that 60% of councils are planning to dispose of properties to meet the rising costs of adult and children’s social care.

Councils have previously come under fire for selling public land and open spaces to support their budgets, but they contend they must continue to generate essential revenue from asset sales or face insolvency.

This coalition said that a significant number of councils seeking to generate funds from a fire sale of assets represented “a distinct shift from 2024, when the majority (six in ten) of local leaders stated they would prioritise restructuring services and using savings to manage increasing financial challenges.”

Detailed Cases of Proposed Disposals

One local authority in southeast England said its property management strategy featured the disposal of a shopping centre in Rainham and a community venue in Rochester to raise 20 million pounds over five years.

  • A local golf course and business parks held in Worcestershire and Suffolk, which all generate rent for Medway council, will additionally be disposed of under the strategy.

Council Tax Rises and Wider Fiscal Strains

This research of local authorities in the coalition, which includes several urban centers, also found that more than 70% of authorities will need to increase local levies next spring to cover the rising cost of essential services, increased rates of housing insecurity, and a persistent housing shortage.

Medway council said it will press ahead with property disposals after steep rises in the cost of children services, support for vulnerable learners, elderly and disability services, and short-term housing.

“We are taking innovative approaches but certain measures take time to deliver both better provisions and cost efficiency,” stated a council leader.

He added: “We face demographic pressures which will persist to add to the pressures we have. As a unitary authority, we had a drastic reduction in our revenue support grant from 2010-24, which is extremely difficult.”

National Trends and Forecasts

A survey of county councils this week also found council budgets being strained by the increasing figures of children and adults requiring Send support.

The County Councils Network projected that local shortfalls will reach £4.4bn a year by 2029, as they struggle to cope with rising needs.

Ministers have delayed scheduled changes to the Send system until the coming year after a white paper setting out those changes was recently delayed.

Deprivation and Funding Shortfalls

Based on the latest indices of deprivation (the Index of Multiple Deprivation) covering English councils, many participating urban areas were among the most deprived in the country.

  • “Member cities like Hull, Bradford, Stoke-on-Trent, Sunderland and Wolverhampton place in the top 30 across the country under the 2025 IMD measures,” said the study.

“Although only one key city is in the ten most deprived for deprived neighbourhoods nationally, cities are much more prone to be in the most deprived fifth of the nation. The figures underscores the extent of challenges facing municipal officials across key cities in the next twelve months,” the report concluded.

“Local government leaders have been clear about the necessity for a fair and sustainable funding system that reflects and responds to the real levels of deprivation and demand,” said a council leader.

“Lacking this, councils will persist to face difficult decisions around which vital provisions to fund, and which to cut, to the disadvantage of their residents.”

One in five of local authorities have cut or compromised care services in the past 12 months, the study revealed.
