American senators are working through the weekend for the first time since the government shutdown began more than a month ago, but hopes for a cross-party deal on how to end the impasse appeared to recede as GOP senators floated a proposal unacceptable to Democrats: eliminating the ACA, known as Obamacare.
Growing Impact of Federal Closure
The impact on Americans from the lengthiest closure of the US government in history worsened on Saturday, as federal workers went unpaid, carriers were forced to ground planes and Supplemental Nutrition Assistance Program benefits have been delayed for 42 million Americans.
Trump's Proposal from Florida Resort
As Saturday's session got under way, GOP senators welcomed a suggestion made on online platforms early Saturday by Donald Trump from his golf course in West Palm Beach, for government payments to be substituted by HSA-style accounts.
"My recommendation is to Senate Republicans that the Billions of Dollars currently being sent to money sucking Insurance Companies in order to save the bad Healthcare provided by ObamaCare, BE SENT DIRECTLY TO THE PEOPLE SO THAT THEY CAN PURCHASE THEIR OWN, MUCH BETTER, HEALTHCARE," Trump wrote.
GOP Support
Several Republican senators praised the proposal, which is similar to a replacement for Obamacare proposed in 2017.
"We're going to replace this failing program with something that is actually better for the patient," one senator said.
Another senator praised Trump's proposal on social media, and stood next to a large print of Trump's post as he addressed on the Senate floor.
"I'm writing the bill right now," a third senator wrote in response to Trump's suggestion. "We must stop public funds from going to carriers and instead give it straight to Americans in HSA-style accounts and let them buy the health care they want."
Opposition Response
Opposition senators expressed alarmed responses to Trump's plan.
"Essentially, Donald Trump's 'proposal' for health care is another calculated attempt to repeal Obamacare," one Democratic senator commented. "This is the same failed Republican plan that's been rejected by voters and Congress."
Another lawmaker responded to the criticism of insurance companies by writing: "Well, Trump and the Republicans can't stand how the big, bad insurance companies are overcharging Americans. Really? In that case I welcome your support for universal healthcare."
Ongoing Negotiations
The Senate adjourned without finding a solution, but Senate Republican leaders have indicated an openness to an developing proposal from a handful of moderate Democrats to end the closure in return for a later vote on the ACA subsidies.
One Democratic senator, who is spearheading the negotiations among moderates, said that Democrats "require another way ahead" after Republicans turned down an offer to reopen the government and continue the subsidies for a year.
Another leading Democratic lawmaker continued in maintaining that Republicans should agree to a 12-month continuation of the subsidies before discussing the future of the tax credits.
"Doing nothing is derelict because people will go bankrupt, people will lose insurance, people will get sicker," the senator stated in a floor speech. "That is what will happen if this Congress does nothing."
Partisan Situation
Not one of the Republican senators seemed to grapple with the fact that patients would still need to buy coverage from the same insurance companies, or that Republican legislators need the backing of several Democrats to restart the government, and the concept of eliminating and replacing Obamacare with savings accounts is improbable to earn a single Democratic vote.
Several analysts suggested that the essence of such a proposal would eliminate the ACA's mandate that insurance companies cover patients with pre-existing conditions.
After his golf outing, Trump went back to his residence and doubled down on his insistence that Republicans stop seeking compromise and try instead to eliminate and overhaul Obamacare with a version of the proposal that failed to garner enough backing in 2017.
